Hide TO servers from UT list

For some reason a thousand TO servers connect to the UT master list, making them show up in UT listings even though you can't connect to them with a UT client.

This should hide all of them.
if find( [$server_modification], "to") == -1 (the space after "(" is needed)
and if find( [$server_modification], "swat") == -1
